Despite the fact that large supermajorities of Republicans, Democrats, and Independents support the policies in the Safeguard American Voter Eligibility Act (the SAVE America Act), the bill looks set to die on the Senate floor this week, barring a change in course from Senate Republican leadership – namely Majority Leader John Thune (R-SD). Allowing the bill to fail could not only prove catastrophic for election integrity nationwide, but also decimate Republican voter enthusiasm heading into the midterms.
The SAVE America Act, as it currently stands, has several key provisions, including:
- Requiring documentary proof of U.S. citizenship – such as a passport or birth certificate – when registering to vote in federal elections.
- Mandating that states verify citizenship status using available government databases and removing noncitizens from voter rolls.
- Requiring in-person presentation of citizenship documentation when registering or updating voter registration information.
- Establishing penalties for election officials who knowingly register ineligible voters and strengthening enforcement of federal voter eligibility laws.
Polls show that more than 80 percent of Americans – including the vast majority of Democrat voters – approve of requiring a photo ID to vote, with similarly large majorities supporting the other policies in the bill. But elected Democrats oppose these safeguards, arguing that they will somehow disenfranchise eligible voters.
Thune himself has called the SAVE America Act “a package of commonsense policies – the kind of commonsense policies that should get an automatic ‘yes’ vote from literally every member of this body.” But Thune has thus far refused to pursue the only strategy that could allow the bill to pass.
Like most legislation, the SAVE America Act needs 60 votes in the Senate to overcome the filibuster rule. But as the Majority Leader, Thune decides if and when to invoke cloture (i.e. end debate on a bill that can’t garner 60 votes).
Consequently, he has the power to force the Democrats to endure a “talking filibuster.” Instead of allowing Democrats to simply block the bill indefinitely, they would be required to physically stand on the Senate floor and give speeches to delay final passage.
As Sen. Thune himself said on Thursday, “I can really see only two reasons for Democrats opposing this legislation: Either Democrats are just reflexively opposing this proposal because it originated from Republicans or Democrats believe that there are in fact people out there voting illegally and that it’s benefiting Democrats.” Nonetheless, he seems oddly reluctant to force them to stand in the well of the Senate, face the C-SPAN cameras, and coherently explain their opposition to a bill that is wildly popular with the American people they serve.
Forcing a talking filibuster would not, as has been inaccurately reported by the corporate “news” media, require Thune to change any Senate rules. As Heritage Action explains, “The process for initiating a talking filibuster is well within bounds and was the primary tool for ending Senate debate for more than a century.” The talking filibuster is the filibuster. The cloture rule was created in the 20th century, and its latest iteration was written by the Democrats in 1975.
Heritage Action goes on to imply that the cloture rule has become something of a crutch for lazy senators:
“Today’s Senate operates as if cloture is the only way, under the rules, to end debate and move to a vote—this ignores the more than 100 years during which they operated without it. Pre-cloture unlimited debate is still an option, and though it is no easy feat, Senate Republicans could force Democrats to oppose bills not by voting down cloture, but by holding the floor and debating the bill under the rules of a talking filibuster.”
The “lazy senator” theory is certainly the view of Sen. Mike Lee (R-UT), the Senate’s primary sponsor of the SAVE America Act. Last week he posted the following on social media: “The convenience of senators has become the enemy of liberty and good government… We must make filibustering senators speak – even through long nights, weekends, and long-scheduled recesses. We’ve become addicted to easy, predictable schedules.” Lee believes that a failure to pass this bill will irreparably undermine the trust GOP voters placed in the party.
Like President Trump, Lee believes that restoring election integrity is the Alpha and Omega of voter confidence in our system of government. As Trump put it on Truth Social, “It supersedes everything else.” He was clearly talking to Thune.
Yet the Majority Leader still insisted on wrapping up a housing bill championed by Sen. Elizabeth Warren (D-MA) before he finally deigned to address the SAVE America Act. Perhaps the most accurate description of Thune’s Senate leadership was recently offered by Roger Kimball in the Spectator:
“Under the leadership of John Thune, the Senate has been conspicuously unhelpful to the president and his agenda. Indeed, it is not too much to say that, under Thune, the Senate has become a graveyard for Trump-backed legislation passed by the House. Why is that? Inquiring minds want to know. Could it possibly be that Senator Thune is an anti-MAGA hack whose true allegiance is with the business-as-usual deep state?”
President Trump is so frustrated by Thune that he issued this ultimatum: “I, as President, will not sign other Bills until [the SAVE America Act] is passed.” In the House, where the bill was passed a month ago, several GOP representatives have said they will vote “No” on all Senate-passed legislation until the upper chamber passes the bill. Rep. Anna Paulina Luna (R-FL), for example, wrote the following on social media: “The Senate will no longer have legislation passed until the SAVE America Act is passed and on the President’s desk.”
During his Thursday announcement, Thune himself said, “Americans overwhelmingly agree that voters should have to show ID at the polls. Eighty-three percent of Americans – 83 percent – in an August 2025 poll supported requiring photo ID at the polls for all voters. That includes 71 percent of Democrats, 76 percent of Black Americans, 77 percent of Asian Americans, and 82 percent of Hispanic Americans.” So, the voters want the SAVE America Act passed, the GOP House majority has already passed it, and President Trump wants to sign it into law.
Everyone wants this bill passed except for the Democrats and a few Senate Republicans. All of which brings us back to the inability or unwillingness of Thune to wring enough votes from the 53-47 Republican majority in the Senate to foist a talking filibuster on the Democrats. Thune either can’t control his members or isn’t willing to do so. No matter which is true, the American people deserve a Senate Majority Leader who can deliver on some of the few policies that 80+ percent of the country agrees on.
If the SAVE America Act dies in the Senate, the consequences will be dire for Republicans. The voters who reelected President Trump in 2024, while giving the GOP control of both houses of Congress, expected results. The President has devoted enormous energy to delivering wins for his voters and has had significant successes.
The Republican Congress, however, has been far less productive outside of the One Big Beautiful Bill Act last year. If the SAVE America Act goes down, it is entirely likely that much of the MAGA coalition will sit out the midterms, and the door will be left wide open for mass voter fraud. It’s time for Senate Republicans to do what the American people elected them to do.

So, if most Americans want this bill to pass, why aren’t the Democrats supporters jumping all over Senators to pass this bill. I guess that these Democrat Senators have forgotten they represent their constituents and not themselves since are probably receiving Soros funds to vote against anything that would help our nation.

No matter what is passed to protect our elections, blue states will not follow it. Unless the voting is closely monitored, they will continue to cheat.
Thune, unfortunately, is a swamp hack! Perhaps one day the Republicans will choose a REAL leader like Lee or Schmidt and play by the same rules as the treasonous DIMMs who are endangering our nation by their infantile refusal to fund DHS! Sean Duffy should shut down all the airports in DIMM states and see what the traitors would do!

“It’s time for Senate Republicans to do what the American people elected them to do.” That also applies to the Democrats in the Senate whose constituents are also FOR passing the SAVE Act.
Don’t just blame Republican leadership. I left the Republican Party in the 1980s because they don’t really stand for anything. Whatever they claim to support, they actually don’t, or at least won’t stand up to even a minor squabble to defend their position. They just cave. Every time. It’s a big part of what makes Donald John Trump so marvelous. He fights for his principles and what he says he stands for, he does.
Give the Democrats credit. They hate the U. S. and will fight like hell to destroy it. All of them, together. Still pissed over losing the Civil War and will never forgive that loss.
These are the people paid by the taxpayers to represent them, taxpayer wants the clean election, rep. refuses the wish, should he not automatically be kicked out, all payments stopped, he is not working for taxpayer, but his personal enrichment, is there not a law against that. What would happen to the salesperson, who instead of stove, which I came to buy tried to sell me a washer?These reps. are constantly pushing on us that which we do not want and still are in their positions.
End the filibuster, pass the SAVE Act and then primary ALL RINOs.
I made 20 phone calls this weekend, leaving messages for mostly Dem Senators. Info is easy to get online and if you call their DC office on a weekend, you KNOW they aren’t there and you’ll get the voicemail. I never tell them that I live in OR, I just say that I am in support or against whatever (this weekend was SAVE act). Will make 20 more. Fetterman is a NO now since they stuck a bunch of other stuff in the bill.
I’m about ready to get the whole Congress out and start over. I’m never again voting for ANY candidate who doesn’t support term limits. I wish some of these “retiring” senators would put up a Term Limits bill now that they are leaving and have nothing to lose. Let’s get these people ON THE RECORD!

What else is included in this bill ? Anything else included that is not related to voting. Have heard that there are other things included in the bill & that is why it will not pass.
If Trump wants this bill, then make the bill stand alone on just the voting parts.

Thune is assuming that if he allows the Save Act vote it will not get 60 votes! He has no way of knowing that! He should do his job and stop trying to be a prophet of votes!
I question his ability to let the rest of Congress do their job and in his position his first duty is to SUPPORT the President and quit listening to the naysayers!
Up front is the fact that it really matters little in the end….even many repubs are carriers of the swamp fever. Once elected, give them a second term and any/all elected members of congress seem to fall into step with the scheme of selfish gain, promotion of re-election and ignoring their oaths of office. We have so few actual elected officials who do their oath based duty, the effect in the end is the same for the right as the left with America losing from the middle. In my 60 plus years as a voter, who tries to ferret out the truth, find a candidate who is living in reality and makes promises that are actually feasible, perhaps a hand full met the criteria. So what happens now is the result of decades of corruption and failure across the board when it comes to actually preserving the republic. I expect little to change.
My vote as a citizen is SACRED to me. Any action to prevent the SAVE act is an arrogant disregard of that fact by an anti-American politician. There is NO other way to interpret actions against the SAVE act.
I will consider any Democrat voting against the SAVE act to be in favor of illegal voters over the legal citizens who are supposed to be their voting base. Concurrently, this action admits the Democrat needs those illegal votes to retain office.
I will consider any Republican who votes against the SAVE act to be compromised, possibly under threat of blackmail. This politician needs to be removed from office.
Lastly, I’m tired of Senators that have nothing to ensure their allegiance to the electorate and this country except for the re-election process every six years. It is impossible to remove a sitting Senator from office and they know it. It is time to repeal the 17th amendment and put Senators where they were originally supposed to be, elected to office by their state legislature. They should be accountable to the legislature, easily recalled by that body and represent the elected demographics of the same. They were originally intended to ensure state’s rights by being the representative of the state in the federal government.
Repeal the 17th and put an end to the most elite country club in the world.
It is utterly pathetic that we have to have a bill passed into law just to protect our elections. It is even more pathetic that we have RINOS in leadership who will not get this bill passed.

I think it’s time for we the people to let our voices be heard loud and clear. If you are unwilling to do what your supporters want then get out and we will put someone in who is willing to work for US. If Thune won’t go for the talking filibuster he has no business opposing the Nuclear Option in eliminating the current form of the filibuster. The SAVE ACT must be passed, this one is For All The Marbles!
If the Save America bill doesn’t pass, I’m voting for Paxton in the Texas primary in May, he’s kind of slimy but he’s a fighter and I think he’s what the Senate deserves. I’m not the only Texan who’s planning to make the same choice in May.
Tough to take any side when the actors operate as a power unto themselves. The Senate “rules” are prime example of self righteous puffery. Both House and Senate need Constitutional limits to the power than can vote for themselves to seize. There is NO good rational for closing down parts of government to get your way on policy. Simply hold the budget pieces as is if you cannot agree on a change. That would save us all as a Constitutional amendment. That change should also require balanced budget. How do we get there? By getting the FED out of programs not specifically assigned by the Constitution. The vast bureaucracy created without Constitutional consent will be our demise. The largest employer in the country is the FED and they produce nothing for sale. What they do produce is vast opportunities for fraud, waste, and abuse.
Get onboard with Convention of States to move towards correcting what Congress has screwed up!
Democrats will never agree to remove voter fraud. They know it is an important component for them to win elections. What is disappointing is that some in the GOP paly as useful idiots for them.
Seems like the “Republicans” would rather have the democrats in charge so they don’t have to make decisions and worry about elections. They can just sit back and throw rocks at the democrats, collect their retirement and get rich.
I have a question for Democrat voters. How can you continue to vote for Democrats who hare our Country, hate the Constitution, love illegals over we citizens, are against voter ID and proof of citizenship, are for men in women’s sports and locker rooms, are pro criminal and illegals and want to defund the police, and shut down the DHS when the Country is on high alert for terrorist attacks.
230 days from now are the midterms. I hope MAGA doesn’t decide to sit this one out. Nothing is more important than changing the makeup of Congress, especially the Senate where the SAVE Act is being held up. We need another “Too Big To Rig” voting event, like we did in 2024, to alter Congress so Trump can get the SAVE Act to his desk for signature. GET OUT AND VOTE ! Retire, where possible, those opposed to the SAVE Act. Nothing is more important than that right now.
