Dear Representative Stava,
On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC),
with over 2.1 million members nationwide, including over 64,800 members residing in Illinois, I write to
express our concerns regarding HB 4414.
AMAC Action strongly supports the constitutional right of law-abiding Americans to keep and bear arms.
For many seniors and families across Illinois, this right remains closely tied to personal safety, self defense, and the preservation of individual liberty. As such, we are concerned that HB 4414 could place
additional burdens on lawful firearm owners without meaningfully addressing criminal misuse of
firearms or ammunition.
The bill’s proposed serialization requirements for individual projectiles could significantly increase
manufacturing and compliance costs throughout the ammunition supply chain. Those additional costs
would likely be passed along to consumers, making ammunition less affordable for responsible gun
owners, including many seniors living on fixed incomes.
Imposing substantial financial and administrative burdens on the lawful exercise of a constitutional right
raises important constitutional and policy questions. Courts have historically scrutinized laws that create
indirect barriers to the exercise of protected rights, and AMAC Action believes this proposal deserves
careful reconsideration in that context.
We respectfully encourage you to reconsider HB 4414 and to pursue approaches that focus enforcement
efforts on violent criminals rather than imposing additional requirements on law-abiding citizens.
