Trump’s Golden Dome Moves from Vision to Reality 

Trump's vision for a next-generation missile defense shield is coming to fruition - but Congress must allocate the funds to keep the project going.

President Donald Trump’s ambitious plan to build a nationwide missile defense shield known as “Golden Dome” is beginning to move from vision to reality.

Gen. Michael Guetlein, the Space Force general overseeing Golden Dome, revealed last week that the Pentagon has already conducted two tests of a new missile defense system it is developing, including one at White Sands Missile Range in New Mexico. While the details remain classified, Guetlein said the tests successfully demonstrated that Golden Dome’s sensors, communications network, and defensive weapons could work together to detect and respond to incoming threats.

The Pentagon has also begun work at Fort Story, Virginia, on Golden Dome’s first operational site, part of an effort to begin putting an actual homeland defense network in place by the summer of 2028.

Golden Dome is Trump’s plan for a layered defense system capable of detecting, tracking, and intercepting threats to the American homeland, including ballistic missiles, hypersonic weapons, advanced cruise missiles, and other aerial attacks. Rather than one weapon, it will combine existing and next-generation sensors, radars, satellites, command-and-control networks, and interceptors operating across land, sea, air, and space. The Pentagon has described the project as a defense against attacks from both rogue states and near-peer adversaries.

Golden Dome marks a major expansion of America’s traditional homeland missile defense posture. As Trump’s original executive order establishing the program noted, U.S. policy since the early 2000s had largely focused on staying ahead of limited threats from rogue states or accidental launches. Golden Dome is aimed at confronting the far more sophisticated arsenals now being developed by America’s enemies.

Recent warfare has demonstrated why such a system is increasingly necessary.

When 19 objects entered Polish airspace during a massive Russian attack on Ukraine in September 2025, Poland and its NATO allies scrambled advanced fighter jets and other defensive systems, unsure of the threat they would face. Yet Poland confirmed that only three drones were shot down, with a fourth likely destroyed. What happened to the other 15 is unknown

The incident highlighted the uncomfortable reality of modern warfare that relatively inexpensive unmanned aircraft can force defenders to respond with extraordinarily sophisticated and costly weapons.

Recent fighting in the Middle East has likewise demonstrated that tomorrow’s attacks may involve combinations of drones, cruise missiles, ballistic missiles, and other weapons approaching simultaneously from different directions. Defending against such attacks requires weapons systems capable of combining information from many different sensors and getting it to the right defensive installations almost immediately.

That may be one of Golden Dome’s most difficult challenges.

U.S. forces already possess an extraordinary array of sensors and weapons. But systems developed by different military services and contractors were not always designed to communicate seamlessly with one another. In modern combat, even short delays in transmitting targeting data can make the difference between intercepting a missile and that missile hitting its target.

The Army is already demonstrating technologies that could help solve that problem.

During recent exercises in the Indo-Pacific, the Army combined its Integrated Battle Command System, or IBCS, with SpaceX’s military Starshield satellite network. IBCS is designed to connect sensors and weapons that were not originally built to work together, allowing commanders to select the best available sensor and weapon for a particular threat.

Using Starshield, Army personnel successfully transmitted targeting-quality radar information across roughly 9,000 miles, connecting Pacific outposts with command elements halfway around the world. The exercise demonstrated the possibility of creating a geographically dispersed air-defense network in which information collected by one sensor can rapidly reach commanders and defensive systems anywhere.

Retired Lt. Col. Joachim Eberhardt, a former German space intelligence officer who now advises the private space sector, told me that satellite networks like Starlink’s give the United States an important technological advantage over its adversaries.

“They are struggling to replicate Starlink, and the Russians are failing as well,” Eberhardt said.

A retired Japanese defense ministry official, who asked to remain anonymous, similarly said that securely moving information across large distances and between multiple systems is becoming one of the most important challenges in modern warfare. He also warned that such networks will be attractive targets for cyberattacks and attempts to manipulate or disrupt the information commanders receive.

Both experts described recent U.S. progress in this area as “impressive.”

Golden Dome is also relying heavily on digital integration and artificial intelligence. General Guetlein has described a digital environment that allows government, industry, and academia to work with Golden Dome data and test AI applications. Meanwhile, companies competing to develop the program’s proposed space-based interceptors are already moving through the Pentagon’s testing process.

But even the most sophisticated defensive network is of limited value without enough weapons to shoot down incoming threats.

The Pentagon is therefore simultaneously pushing a dramatic expansion of the American missile industrial base. Lockheed Martin broke ground this year on a new 87,000-square-foot missile production center in Troy, Alabama. The company has agreed to quadruple annual THAAD interceptor production from 96 to 400 and more than triple annual output of Patriot PAC-3 interceptors to 2,000.

RTX is making similar investments. Raytheon has announced plans to boost annual AMRAAM production to more than 1,900 missiles, SM-6 production to more than 500, and Tomahawk production to more than 1,000. A $115 million expansion of its Alabama missile facility has already been completed.

In short, the American defense industry is holding up its end of the bargain. But whether that progress continues now depends heavily on Congress.

Golden Dome received roughly $25 billion in initial funding, and Guetlein said last week that about 90 percent has already been obligated and 95 percent committed to agreements. The Pentagon is seeking another $17.5 billion for fiscal year 2027, but roughly 97 percent of that money is expected to come through another reconciliation package rather than the regular defense budget.

That creates the possibility of an abrupt funding cliff just as testing, construction, contracting, and manufacturing are accelerating.

“If they don’t figure it out, there is no Golden Dome because there is no funding,” Guetlein warned lawmakers.

Congress should heed that warning. Building a nationwide defense against some of the most advanced weapons on Earth cannot be accomplished through fits and starts. Contractors need certainty to expand factories and hire workers, while the military needs predictable resources to test new technologies, field satellites, integrate networks, and procure enough interceptors to make the system credible.

Golden Dome remains an extraordinarily ambitious undertaking, and many of its most revolutionary technologies still have to prove themselves. But the project is no longer merely a presidential proposal. Tests are underway. Operational sites are being prepared. Satellite networks are connecting sensors across vast distances. Missile factories are expanding.

Trump’s Golden Dome is beginning to take shape. Congress must now ensure that America has the resources to finish what it has started.
