This legislation restores transparency, accountability, and Congressional oversight in the governance of the nation’s capital.

May 13th, 2026

The Honorable Paul Gosar
9th Congressional District of Arizona
2057 Rayburn House Office Building
Washington, DC 20515

Dear Representative Gosar:

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2.1 million members nationwide, we write to express our strong support for HR 5183, the District of Columbia Home Rule Improvement Act.

This legislation restores transparency, accountability, and Congressional oversight in the governance of the nation’s capital by modernizing and strengthening the review process established under the District of Columbia Home Rule Act of 1973.

The District of Columbia government has often exploited procedural loopholes and emergency authorities to circumvent meaningful Congressional review and enact policies that directly impact seniors, federal interests, public safety, and the integrity of the capital city. Your legislation provides necessary reforms that uphold the constitutional authority of Congress over the federal district while promoting responsible governance.

As advocates for America’s seniors, we believe government accountability and adherence to constitutional principles are essential to preserving public trust and protecting taxpayers. The District of Columbia is the seat of the federal government and home to national institutions that belong to all Americans. Congress has both the constitutional authority and the obligation to ensure that the District is governed responsibly and transparently.

HR 5183 reinforces the constitutional framework envisioned by the Founders while ensuring that policies enacted in Washington, DC, remain subject to democratic accountability through the elected representatives of the American people.

Our AMAC Action team looks forward to working with you to move this legislation forward in the 119th Congress.

Sincerely,

Rebecca Weber
CEO, Association of Mature American Citizens (AMAC)
Chairwoman, AMAC Action
