AMAC Opposes Reducing Election Integrity in North Carolina

Dear Chairman Bell,
On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, including more than 62,500 in North Carolina, I write in strong opposition to H.B. 1246, the Safeguarding Elections Act, currently before the House Committee on Rules, Calendar, and Operations.
Free and fair elections are critical to a sovereign nation. AMAC Action believes it should be easy to vote and hard to cheat. Election laws must protect every eligible citizen’s right to vote while ensuring transparency, accountability, and meaningful safeguards against fraud and error.
The Safeguarding Elections Act would undermine election integrity efforts in North Carolina, doing the opposite of what its name suggests. For example, the bill would move the cutoff for certain voter-eligibility challenges from 25 to 90 days before an election, potentially preventing concerns discovered closer to Election Day from being addressed through this process. The bill would also create a risk-limiting audit process following general elections yet expressly states that the audit cannot change election results and requires no further action if significant discrepancies are uncovered. Additionally, the bill would impose heightened evidence standards and substantial penalties related to election certification, discouraging legitimate concerns from being pursued before results are certified. These are only a few of the bill’s troubling provisions that would undermine confidence in North Carolina’s elections.
Protecting voters from genuine intimidation and interference is important, but those protections should not come at the expense of lawful scrutiny, transparency, or appropriate mechanisms for investigating potential fraud, errors, and irregularities.
North Carolinians deserve elections that are accessible, secure, transparent, and worthy of public confidence. AMAC Action respectfully urges the General Assembly to oppose H.B. 1246 and instead pursue common-sense reforms that strengthen election integrity and accountability.
