AMAC Opposes Increased Access to Abortion Services in California

This California legislation circumvents the US. Dept. of Veteran Affairs decision to limit abortion services.

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, including over 139,000 in California, I write in opposition to AB 2531, Public Health: Abortion Services.

AMAC Action firmly believes in the sanctity of human life from conception to natural death and that every human life, including the unborn, possesses inherent dignity and a fundamental right to life. Consistent with these principles, we strongly oppose the use of taxpayer dollars to fund or facilitate abortion.

AB 2531 would add a veterans-access pathway to California’s existing reproductive health program, allowing state grant funding to support abortion and contraception services for veterans who cannot obtain those services through federal VA coverage. The legislation expressly responds to the federal VA’s December 2025 decision excluding abortion and abortion counseling from its medical benefits, except when carrying a pregnancy to term would endanger the mother’s life. In effect, California would use state resources to backfill abortion services excluded under federal VA policy.

Our veterans deserve high-quality medical care and meaningful support that honors both their service and the sanctity of human life. California should direct its resources toward care and services that protect and sustain life rather than expanding taxpayer-supported abortion.

For these reasons, AMAC Action respectfully opposes AB 2531 and urges the California Legislature to reject this legislation.
