Dear Representatives Barhorst and Baker,

On behalf AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, including more than 85,000 residing in Ohio, we strongly support House Bill 448. As an organization representing seniors, we believe this legislation reflects sound policy that promotes transparency, accountability, and fairness in the health care marketplace. Many older Ohioans live on fixed incomes and carefully budget every dollar. Yet under the current prescription drug system, seniors are often charged inflated prices at the pharmacy counter even when discounts have already been negotiated behind the scenes. These arrangements benefit large intermediaries while leaving patients shouldering unnecessary costs.

House Bill 448 ensures that negotiated drug savings are applied directly to the patients that purchase medications. This reform does not expand government bureaucracy or create new mandates on patients. It corrects a market distortion that allows middlemen to retain savings that were never intended for them. When seniors can afford their prescriptions, they are more likely to follow their doctors’ instructions, remain independent, and avoid preventable medical crises.

House Bill 448 reflects many AMAC members’ core values: fairness, fiscal prudence, and putting patients ahead of powerful special interests. We encourage the state House to advance this bipartisan legislation and give Ohio seniors the relief and transparency they deserve.

Sincerely,
Andrew J. Mangione Jr.
Senior Vice President
