Dear Senators Kelly and Justice,
On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write to express our strong support for S. 5117, the Senior Chatbot Protection Act of 2026.
Artificial intelligence offers tremendous potential to help older Americans remain informed, connected, and independent. However, as AI chatbots and voice assistants become increasingly sophisticated and integrated into everyday life, seniors deserve basic safeguards that allow them to use these technologies with confidence.
The Senior Chatbot Protection Act is a commonsense approach to reform this new technological landscape. It requires clear disclosure when individuals interact with AI, safeguards sensitive conversations, and addresses deceptive or manipulative design practices. This is exceptionally important regarding high-stakes decisions involving healthcare, finances, and legal matters, where older Americans should understand the limitations of AI and not be misled into believing they are interacting with a licensed professional.
These legal safeguards will balance encouraging technological innovation and ensuring that companies developing these powerful tools remain transparent and accountable to the people who use them. Older Americans should be empowered to benefit from AI without sacrificing their privacy, autonomy, or security.
AMAC Action appreciates your bipartisan leadership on this important issue and is pleased to support S. 5117. We urge Congress to advance the Senior Chatbot Protection Act and establish meaningful safeguards for older Americans as artificial intelligence continues to evolve.
