AMAC Supports Bipartisan Bill to Increase Transparency in Federal Prescription Drug Programs

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write to offer our strong support for your bipartisan legislation, S. 3345, the Pharmacy Benefit Manager (PBM) Price Transparency and Accountability Act.

Across the country, our members experience first-hand the consequences of anticompetitive PBM business practices. For too long, PBMs have operated in the shadows of the drug pricing system, profiting from spread pricing, opaque rebate structures, and practices that distort fair market competition. The PBM Price Transparency and Accountability Act represents a critical step toward restoring fairness, integrity, and affordability within the prescription drug market.

Your legislation delinks PBM compensation from negotiated rebates to reduce incentives to favor higher-priced drugs over lower-cost options, establishes robust reporting requirements to Medicare Part D plan sponsors and the Department of Health and Human Services to strengthen transparency, and requires participation in the National Average Drug Acquisition Cost (NADAC) survey to ensure accurate Medicaid reimbursement and market-reflective pricing.

These reforms meaningfully address the anti-competitive business practices that have long driven up costs for seniors. Importantly, the bill’s strong bipartisanship reflects the widespread recognition that PBM middlemen must be held accountable.
