AMAC in the Keystone State

Pennsylvania

  • The Keystone State
  • 2nd state, 1787
  • Capital: Harrisburg
  • 67 counties

Pennsylvania picks its governor this November — with a handful of toss-up House seats underneath that could decide who runs Congress.

Josh Shapiro defends the governor’s chair against State Treasurer Stacy Garrity, and all 17 U.S. House seats are up — PA-7 and PA-10 are among the closest races in America. Pennsylvania taxes zero retirement income; who wins decides whether that holds while electric bills and school property taxes keep climbing.

What your state capitol and Washington are moving.

  • Nov 3 ballot — Shapiro vs. Garrity, and the House runs through Pennsylvania

    On the ballot Nov 3
    What it means for you

Shapiro–Davis vs. Garrity–Richey at the top. Below it, all 17 U.S. House seats — with PA-7 and PA-10 among the most competitive in the nation. No Senate race and no ballot questions this year.

Our note: We’re pressing both tickets for written answers on retirement taxes, the rebate program and energy costs. Answers get published here.

  • Property Tax/Rent Rebate — a bigger cap this year

    Money on the table
    What it means for you

Up to $1,000 back for 65+ homeowners and renters. The income cap rose to $48,110 for 2026 and now tracks inflation — and only half your Social Security counts toward it. Claims for 2025 are open through December 31.

Our note: If you haven’t filed, file. This is the easiest money Pennsylvania seniors leave on the table every year.

  • School property-tax elimination — the perennial is moving again

    Watching Harrisburg
    What it means for you

SB 929 would amend the constitution to end school property taxes by 2029. Amendments need passage in two consecutive sessions, so the earliest it could reach voters is 2027 — nothing on this year’s ballot.

Our note: The real fight is what replaces the money. Tell us where you stand in this month’s poll.

  • Electric bills — the PJM capacity squeeze

    Federal docket
    What it means for you

The 2024 capacity auction cleared roughly 833% higher, pushing residential bills up 10–20% since June 2025. Shapiro’s federal complaint won a price cap that saves Pennsylvania customers about $4 billion through 2028 — but the next auctions are already loading.

Our note: Grid costs are becoming a fixed-income issue. AMAC is tracking the FERC docket and the governor’s race promises on it.

Top issues in Pennsylvania

Keeping retirement income tax-free Pennsylvania taxes zero retirement income — Social Security, pensions, 401(k)s, IRAs. Keeping it that way is fight number one.
School property taxes You can pay off the mortgage, but never the school district. Elimination plans are live again in Harrisburg.
Long-term care capacity Medicaid pays for nearly 70% of Pennsylvania nursing-home care, and 37 homes have closed since 2020. Beds are the crisis.
