SAFEGUARDING THE VOTE: Trump Administration Further Modernizes Citizenship Verification

An immigration think tank is calling for Congress to consider mandating the use of a citizenship verification for voter registration after the Department of Homeland Security announced plans to make the Systematic Alien Verification for Entitlements more user-friendly for state and local election offices.  

Last week, the DHS settled a case with four states—Florida, Indiana, Iowa, and Ohio—to overhaul the citizenship verification system.

The report, which the Center for Immigration Studies published Monday, characterizes the 1993 National Voter Registration Act as “fatally flawed,” claiming that it “not only facilitates vote fraud but also results in legal aliens mistakenly voting and putting themselves at risk.”

“Congress should revisit the NVRA’s prohibition against officials ‘mak[ing] any statement … or tak[ing] any action the purpose or effect of which is to discourage … applicant[s] from registering to vote’ to allow for discouraging non-citizens from registering,” CIS Senior Legal Fellow George Fishman writes in the report. “In addition, Congress should encourage, or to the extent possible mandate, states to utilize the SAVE program to verify the citizenship status of voters and applicants to register.”

Settlement With States

The new settlement requires the federal government to modernize the citizenship verification tools so every state and territory—not just the four litigants—can more easily prevent noncitizens from voting.

“This agreement will continue U.S. Citizenship and Immigration Services’ efforts to improve the SAVE program for states to combat voter fraud, protect election integrity, and verify immigration and citizenship status for state benefits and programs,” Assistant Homeland Security Secretary Tricia McLaughlin told The Daily Signal in a statement. 

“The Department of Homeland Security urges all states to adopt SAVE and join us in enforcing the law and safeguarding the voting rights of American citizens,” McLaughlin added.  

The DHS committed to making upgrades to SAVE that include free verification services for all state and local governments, and allow for verification using full Social Security numbers or use the last four digits of Social Security numbers. The settlement allows for states to do bulk uploads to process verifications more efficiently, which eliminates the need for one-by-one manual entries. The four states entered into an information-sharing agreement.

The SAVE system was established in 1987 to help state and local governments verify if someone was legally eligible for social service benefits using the alien identification numbers assigned by the federal government. 

“It’s silly that the Left freaks out about data sharing about this. State government agencies interact with federal data all the time,” Logan Churchwell, research director at the Public Interest Legal Foundation, told The Daily Signal. “They are more afraid of getting ripped off on welfare benefits, but not afraid someone would steal votes and elect politicians that would vote on welfare policy.”

In March, President Donald Trump signed Executive Order 14248, “Preserving and Protecting the Integrity of American Elections.” The order included a provision making SAVE data accessible for state and local governments using a Social Security number to cross-check citizenship status—instead of only alien ID numbers—as a means to prevent illegal voting or illegal voter registration.

The system wasn’t easy to use, Churchwell noted.

“Election officials would have to look at one name at a time. Trump got rid of the alien ID number requirement, and allowed [them] to run a search with Social Security numbers,” Churchwell said. “Now some states will be able to run just the last four digits of a Social Security number.”

The Leadership Conference on Civil and Human Rights, which represents a coalition of liberal groups, has opposed the reforms. Alejandra Montoya-Boyer, the conference’s vice president for the Center for Civil Rights and Technology, opposes SAVE in a letter to the Department of Homeland Security.

“Members of our coalition, including the ACLU and the Brennan Center for Justice, condemned SAVE,” says Montoya-Boyer’s letter to Homeland Security Chief Privacy Officer Roman Jankowski. “They recognized that it could disenfranchise voters by effectively ending online or mail voter registration and by pushing eligible voters off the voting rolls. Subsequently, privacy and civil society advocates filed a lawsuit in opposition to the SAVE system.” 

‘Obama…Showed It Could Be Done’

In 2011, the Obama administration’s Justice Department under then-Attorney General Eric Holder gave pre-clearance to SAVE under the Voting Rights Act. 

North Carolina had approached the DHS, saying it had noncitizens with driver’s licenses from the state DMV who were registered to vote. 

The verification database for voting wasn’t controversial in the past, Churchwell said. 

“The Holder DOJ gave pre-clearance to North Carolina to use the SAVE system. North Carolina was the first state to kick in the door,” Churchwell told The Daily Signal. “The Obama administration DOJ and DHS showed it could be done under the Voting Rights Act.” 

In November, the Trump administration scored a preliminary court victory when Joe Biden-appointed Judge, Sparkle Sooknanan, declined to halt the citizenship verification database, and allowed it to continue to be accessible for states to cross-check voter registration data. The League of Women Voters was the lead plaintiff in a lawsuit filed in September, alleging that the database information was unreliable and could be used to purge legally eligible voters from the voter rolls.

I’d add a MANDATORY punishment for illegal voting or for any one allowing illegal voting. That being either imprisonment for ten years, or be deported permanently and their US citizenship revoked if they are a legal US citizen.
I guarantee that would really cut down on the corruption that has for decades been going on, and that continues today in ALL ELECTIONS – Federal, State, and Local.

Democrats have cheated in almost every election in every state that I’ve lived in since 1968. Near as I can tell they’ll keep doing it until someone is severely punished for this practice. Hanging seems appropriate for invalidating my vote.

it will help with federal elections, but state & local need to use it too and clean up their voter rolls otherwise we have lots of non citizens voting at the local level.

Democrats will fight to the end anything that eliminates cheating in elections. It’s common knowledge if Democrats can’t cheat and lie they can’t win. Why else would you have to have ID to do anything in this country up to an almost including breathing, but not voting. Cuz if you have voter ID they can’t cheat. They know they do it we know they do it, and still they get away with it. Because they scream racism. This from the party that brought us the KKK

Not a surprise that even the the League of Women Voters are against this process. They want women to vote but only if they vote Democrat!! Thought I would join at one time to get some experience with the system of voting and elections but after just two weeks of information sent to me, I realized they are a radical liberal group. The fact that all of the radical liberals groups are against it is another way one can tell that they are not interested in making any process FAIR! These radical liberals are nothing but power hungry money grubbers who only care about themselves. They show every day how they feel about our country’s law and order and how much they hate we who want to save our Constitution!

The democrats when they want to break the law will always have a wording, it will hurt someone. So the many have to suffer because of a few. That is not the real reason. It is just obstructing Trump. All this passed under Clinton enforced by Obama and now it’s no good because the democrats want to keep election fraud going. They want to destroy every plan and or improvements the Trump administration proposes or does banned. They don’t care if it helps the citizens, have honest and clean elections, a great economy, they rather have inflation to keep the voters dependent on them for their existence, and as long as they can undermine the powers that be. Then when they have the power we get nothing but lies, brainwashing mandates and orders to obey. Give me the Trump administration anytime, where no hate and manipulation is on the agenda anywhere. Where we have a cabinet that is well educated, great communicators and open to the public. Under Biden we didn’t know any of his cabinet people. Never saw them never heard of them. The deep state was in charge.

A long time ago when I got my Social Security Number, it was clearly noted that my Social Security Card was not for identification purposes.
So why is the Government trying to use it for identification purposes?

per jo271828 comment that your social security was for your bank and employer only, then the IRS allowed people to deduct interest from credit cards from there everybody wanted your SS number then we started to get identity theft, remember pres Regan saying government is not the solution but the problem.

Some illegal aliens have SSN thru identity theft. Will those show up ok? Or a green card holder who’s a legal immigrant but not a citizen? They too get SSN cuz they pay into the system. I see holes in this.

The 14th Amendment clearly identifies who IS eligible to vote in Federal and State level elections: citizens of age; it thereby REQUIRES those parameters to be checked to ensure a full value vote to every eligible voter. Further, to protect that full value vote from being “abridged in any way” there is a penalty of a reduction of Representatives for the offending State that also reduces Electors as well, AGAIN REQUIRING the tracking of citizenship and age for those votes. National Positive Voter ID is already law in the 14th Amendment (as modified with women and age 18 by other amendments). Therefore, any State that “abridges” an eligible voter by either reducing, cancelling or blocking their vote takes a HIT for one Representative and one Elector as a minimum penalty. Any “abridging” includes: any illegal vote cast that nullifies the legal one, any voting scheme that reduces the full value of a legal vote like manipulations of The Census that count non-citizens to determine voting districts that elect the Representatives in State and Federal elections thereby watering down the legal voters in that District either for fed or state offices. SAVE is just a minor carrying out of what the 14th Amendment Law requires: ONLY full value legal votes by citizens of appropriate age AND national positive voter ID in all State and Federal level elections.

It’s difficult to understand why organizations are against verifying voter eligibility to vote. Next they will want to suspend ID verification for banks, drivers license, financial services and other services that require ID’S.
