AMAC Action commends the U.S. House of Representatives for passing H.R. 4, the Rescissions Act of 2025. This legislation, which AMAC Action strongly supported on behalf of over 2 million AMAC members, is a bold step toward restoring accountability to the federal budget and ending years of runaway spending.
H.R. 4 codifies a $9.4 billion rescissions package submitted by President Trump and developed by the Department of Government Efficiency (DOGE) to root out some of the most egregious examples of waste, fraud, and abuse in the federal budget. The bill advances key fiscal reforms by defunding programs that no longer serve the public interest – and in many cases, never did.
Among the most significant cuts in the package:
- $8.3 billion in foreign aid spending, much of which supports controversial initiatives abroad that promote radical partisan ideological agendas instead of American interests.
- $203 million in rescinded funding from failed United Nations missions widely criticized for mismanagement and abuse.
- $169 million in cuts to global bodies such as the World Health Organization and U.N. Human Rights Council that repeatedly undermine U.S. national interests while relying on American taxpayer dollars.
- $33 million in carryover funds from expired appropriations that have gone unused and unexamined.
- $1.1 billion in federal subsidies to the Corporation for Public Broadcasting, which bankrolls NPR and PBS – outlets that have become overtly partisan and blatant pushed a left-wing political agenda.
Speaker Mike Johnson hailed the bill as “a critical step toward a more responsible and transparent government,” adding that “under President Trump’s leadership, your taxpayer dollars are no longer being wasted.” He further called out House Democrats for defending the “toxic status quo” and opposing reforms simply because they were spearheaded by Republicans.
AMAC Action strongly supported H.R. 4 and sent a letter to House Majority Leader Steve Scalise urging its swift passage. The letter, sent prior to the vote, read in part:
“Seniors across this nation are disproportionately impacted by the effects of inflation and deficit spending, especially those living on fixed incomes. We applaud the introduction of H.R. 4, which would rescind $9.4 billion in wasteful and unnecessary spending, as identified by the Trump Administration under the authority of the Congressional Budget and Impoundment Control Act of 1974.”
Under the Impoundment Control Act of 1974, Congress has 45 legislative days to act on a rescissions package after it is submitted by the President. Because this process requires only a simple majority vote in both chambers, the Senate now has a clear path to enacting these long-overdue cuts.
“This is a major win for AMAC members and for every American demanding real spending reform,” said AMAC Action Senior Vice President Andy Mangione. “The House has taken a decisive step toward restoring fiscal responsibility and eliminating the misuse of taxpayer dollars. Now it’s the Senate’s turn to act. Americans deserve a government that funds core priorities—not globalist institutions, radical social engineering, and partisan propaganda.”
AMAC Action urges the Senate to swiftly take up and pass H.R. 4 to codify these DOGE-recommended cuts and end the long-standing abuse of taxpayer funds for ideological, ineffective, and bloated federal programs.

I applaud this! It is about time this kind of waste is terminated.
BTW, did you notice the TV commercial from NPR/PBS begging for support to kill this bill? Will bet it was expensive to produce, your tax dollars at work.
This is a great idea. I did not know that anything important could escape the threat of a Senate filibuster. Apparently, this can. We need to go for it and do it now.
Saw an interview with Senator Tim Burchett of Tennessee, who has discovered that there are currently 1,000 NGO’s set up in Afghanistan with multi millions of dollars in them. A lot of this NGO money is making its way back into the pockets of crooked politicians in DC. He also said. he has discovered that we are still sending aid of $40 million per WEEK of our tax money to the Taliban in Afghanistan. Why and for what? The corruption and fraudulent spending crap knows no bounds!
The money that has been leaving this country for decades would supply us with the dental and medical without any problems, problem is the government that robs it’s own to support everyone else. Many here benefit from this robbery.
I will be looking for quick action from Senator Thune and the other Republicans.
I bet the commies at AARP are telling their seniors not to support this bill!
I don’t want to sound negative about this Rescission Act, I DO want it to pass however, I have a question, why wasn’t more of the DOGE fraud and abuse findings included?
Am I missing information? I usually keep up fairly well with Federal and local (Texas) government.
Agree !!!!!!!!!!!!!!!!!!!!!!!!!!
I’ll believe it when I see it (if passed). There are too many RINOs and democrats that benefit financially from this type of fed spending and don’t want this spending to go away. Why do so many come out of Congress millionaires? Just imagine, using the $$$ that is otherwise wasted on ridiculous research and countries that hate America, here in this country. The money can be used to provide financial incentives for those who want to become doctors, nurses, scientists, computer scientists, electricians, plumbers, builders, carpenters, and other professions that can benefit America. But no more lawyers . . . there are too many. Another thing that can help this country, start putting limitations on unions. They have become too powerful, and they need to be reined in.
The DOGE report was absolutely astounding and disgusting in many ways. To think that Our hard earned money was being wasted on such foolishness all over the Globe…and by those we had Trusted as Leaders in this Nation. No wonder so many politicians start out poor as church mice & end up Ultra-rich. That’s Gratitude to the benefactors! I sincerely hope it has produced Positive Action…has been halted where possible, and those responsible are brought forward for an Accounting! Enough is ENOUGH!
HOBO, TROLL ALERT !!!!
“Seniors across this nation are disproportionately impacted by the effects of inflation and deficit spending, especially those living on fixed incomes.” How is this bill going to help those struggling to survive? The problem is that the SS annual cost of living adjustment is not reflecting the continually increasing costs that Seniors face.
So you love massive taxpayer waste, don’t you? You must be the beneficiary of some of this crap.
So know they squabble back and forth to find out what gets done with the money all the while raising the full retirement age cutting ssi in some cases cutting Medicaid nothing but take more from the American people but this is great BS
One step at time to correct over spending of pass administration!
