The No UPCODE Act closes loopholes that incentivize over-billing in the Medicare Advantage program, works to eliminate waste, and preserves benefits for future beneficiaries.

November 4, 2025

The Honorable Bill Cassidy, M.D.
United States Senator for Louisiana
455 Dirksen Senate Office Building
Washington, DC 20510

Dear Senator Cassidy,

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write to express our strong support for your bipartisan legislation, S. 1105, the No Unreasonable Payments, Coding, or Diagnoses for the Elderly (No UPCODE) Act.

We applaud your leadership in taking meaningful steps to strengthen Medicare’s long-term stability and protect taxpayers from waste, fraud, and abuse. As you have rightly noted, Medicare is facing serious financial strain, and every dollar lost to overpayment or gaming the system is a dollar taken from the seniors who truly need care. Your bill recognizes that we cannot preserve Medicare by allowing some plans to profit from inflated diagnoses or misleading risk adjustments. The No UPCODE Act addresses these distortions by improving how Medicare Advantage assesses patient health, closing loopholes that reward overbilling, and ensuring that payments are based on accurate, relevant medical data. These commonsense reforms will save taxpayers billions that can instead go towards strengthening the care seniors depend on.

Fiscal responsibility and accountability are conservative values, and your bipartisan effort reflects both. By reducing waste and ensuring payments reflect real care needs, you are helping to protect the integrity of the Medicare system without limiting the options seniors value.

You have AMAC Action’s full support as you work with your colleagues to advance the No UPCODE Act.

Sincerely,

Andrew J. Mangione Jr.
Senior Vice President
