Support the HEALTH Act: Less Red Tape, Better Care, Lower Costs

Restore Physician Freedom. Expand Access to Care. Protect Taxpayers.

For decades, Washington has pushed healthcare deeper into government control. Excessive regulations, rigid reimbursement systems, and bureaucratic mandates have undermined physician autonomy and weakened the doctor–patient relationship. The result is a healthcare system that costs more, delivers less, and increasingly forces patients into Medicaid and emergency rooms for basic care.

H.R. 6167, the Helping Everyone Access Long-Term Healthcare (HEALTH) Act of 2025, offers a conservative, market-based solution.

The HEALTH Act restores physician independence by allowing doctors to care for Medicaid and CHIP–enrolled patients outside of the broken Medicaid reimbursement system. Instead of navigating low payments and burdensome red tape, physicians who provide charity care to these patients receive a charitable tax deduction based on Medicare rates, not cash payments from the government.

Importantly, the bill explicitly prohibits physicians from claiming the tax deduction for abortions or for gender reassignment surgeries or medical transitioning of children.

This approach incentivizes physicians to treat more patients while opting out of Medicaid’s costly bureaucracy, expanding access to care without growing government programs or increasing entitlement spending.

By encouraging Direct Primary Care (DPC) models, the HEALTH Act helps return patients and families to consistent, relationship-based care, reducing reliance on emergency rooms as a substitute for primary care and improving long-term health outcomes.

A healthier population means fewer emergency visits, fewer hospitalizations, and significant savings for federal taxpayers over time.

This is a commonsense reform that strengthens physician freedom, improves patient access, and reins in runaway healthcare spending, without expanding government control.
