Debanking hurts individual citizens, states, and the whole nation when it limits participation in free speech and free religious expression. The South Carolina Guaranteed Banking Act prevents this kind of oppression.

April 30, 2026

The Honorable Senator A. Shane Massey
Majority Leader of the South Carolina Senate
311 Gressette Bldg.
Columbia, SC 29201

Dear Senator Massey,

On behalf of the more than 2.1 million members of AMAC – the Association of Mature American Citizens—including over 43,000 South Carolinians—I write to express our strong support for H. 5538, the “Guaranteed Banking Act.”

Across the country, Americans are increasingly concerned about the growing practice of “debanking,” where individuals and businesses are denied access to financial services based on their political views, religious beliefs, or participation in lawful activities. Such practices undermine public confidence in financial institutions and raise serious concerns about the protection of fundamental liberties.

The Guaranteed Banking Act represents an important step forward. By prohibiting financial discrimination, requiring transparency in adverse actions, and ensuring accountability, this legislation reinforces the principle that access to essential financial services should not be conditioned on ideology.

South Carolina has a meaningful opportunity to lead on this issue by advancing policies that uphold both the spirit of Article I, Section 2 of the South Carolina Constitution and the First Amendment of the United States Constitution.

We respectfully urge your support for H. 5538 and encourage its advancement onto the Senate floor. AMAC stands ready to work with you and your colleagues in support of this important effort.

Thank you for your leadership and your commitment to protecting the rights of South Carolinians.

Sincerely,

Jennifer Bengtson
Vice President
