Congressional oversight plays a critical role in ensuring accountability in Washington, DC, and H.J.Res. 142 appropriately exercises that authority to prevent inequitable treatment of seniors and other taxpayers.

January 30, 2026

The Honorable Brandon Gill
26th Congressional District of Texas
1305 Longworth House Office Building
Washington, DC 20515

Dear Representative Gill,

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, we write in strong support of H.J.Res. 142.

The Washington, DC Council has acted to unfairly exclude District residents from several federal tax relief measures enacted under the historic Working Families Tax Cut Act, which was signed on July 4th 2025, by President Trump. By opting out of federal tax relief, the Council has eliminated important benefits for retirees, including additional deductions designed to offset taxes on Social Security for DC seniors.

The Council’s decision undermines the intent of Congress to deliver tax relief for seniors across the entire country. Federal tax policy should not be selectively disregarded by local officials when doing so results in higher costs for vulnerable populations, particularly older Americans who rely on predictability and stability in the tax code.

Moreover, allowing this legislation to stand would set a troubling precedent by permitting the District to unilaterally deny its residents the benefits of duly enacted federal law. Congressional oversight plays a critical role in ensuring accountability in the District, and H.J.Res. 142 appropriately exercises that authority to prevent inequitable treatment of seniors and other taxpayers.

AMAC Action thanks you for standing up for Washington DC’s seniors and small businesses. We urge the House of Representatives to immediately pass H.J.Res. 142 and deliver the full tax relief that seniors living in the nation’s capital deserve.

Sincerely,

Andrew J. Mangione Jr.
Senior Vice President
