Your question was not correct unless Caesar Augustus and Quirinius were the same person, in which case any of those three names would have been correct. Rome did not have any wars throughout the reign of Augustus, know as a time of peace (pax Augusta). Quirinius was governor in Syria at the time, Luke gave as a timeline reference.
