Landmark Victory for AMAC Action & Seniors as President Trump Signs PBM Reform into Law

This week, AMAC members and millions of seniors across the country received a major win as President Trump signed long-awaited pharmacy benefit manager (PBM) reforms into law. The new legislation brings real accountability and transparency to a system that has quietly driven up prescription drug costs for years. By restoring oversight to Medicare Part D and breaking the link between PBM profits and inflated drug prices, the law puts patients first and not middlemen. This victory is the direct result of years of determined grassroots advocacy led by AMAC Action and powered by members who refused to accept the status quo.

Legislation and Policy Support

H.J. Res. 139 – Proposing an amendment to the Constitution of the United States requiring a balanced budget for the Federal Government.

Decades of unchecked deficit spending have produced a national debt that threatens economic stability and places future taxpayers at serious risk. A balanced budget amendment would promote fiscal discipline, accountability, and long-term planning, while helping to safeguard critical programs relied upon by seniors. H.J. Res. 142 – Disapproving the action of the District of Columbia Council in approving the D.C. Income and Franchise Tax Conformity and Revision Temporary Amendment Act of 2025.

The Washington, DC Council has acted to unfairly exclude District residents from several federal tax relief measures enacted under the Working Families Tax Cut Act. By opting out of federal tax relief, the Council has eliminated important benefits for retirees in DC, including additional deductions designed to offset taxes on Social Security for seniors. This undermines the intent of Congress to deliver tax relief for seniors across the entire country and allowing this legislation to stand would set a troubling precedent. Congressional oversight plays a critical role in ensuring accountability in the District, and this legislation appropriately exercises that authority to prevent inequitable treatment of seniors and other taxpayers. Florida Senate Bill 1632 – Ideologies Inconsistent with American Principles

This legislation addresses the serious threat posed by both foreign and domestic terrorist organizations and ensures that public colleges and universities are not used as platforms for the promotion, recruitment, or endorsement of such groups. Click here to read AMAC Action’s letter of support.

Ohio House Bill 448 – Apply prescription drug rebates to cost-sharing requirements

Under Ohio’s current prescription drug system, seniors are often charged inflated prices at the pharmacy counter even when discounts have already been negotiated behind the scenes. These arrangements benefit large intermediaries while leaving patients shouldering unnecessary costs. This bill ensures that negotiated drug savings are applied directly to the patients that purchase medications. This corrects a market distortion that allows middlemen to retain savings that were never intended for them. Click here to read AMAC Action’s letter of support.

Term of the Week: Fraus Omnia Vitiat

Fraus omnia vitiat is a Latin phrase meaning “fraud vitiates everything.” This legal principle has deep roots in Anglo‑American jurisprudence and allows courts to void contracts and proceedings corrupted by fraud. It reflects a simple ethical and legal truth: when fraud is present, nothing built on it can stand. Contracts, transactions, and legal proceedings may be declared void or unenforceable because fraud undermines the legitimacy of the entire process. By allowing courts to nullify transactions or judgments obtained through deception, the principle reinforces fairness, deters misconduct, and preserves public confidence in the rule of law.

However, there is an important distinction, especially in federal courts, between “intrinsic fraud,” which occurs within the proceeding (such as false testimony or forged evidence), and “extrinsic fraud,” which prevents a party from fully participating in the case. Examples include hiding the existence of the lawsuit, misleading someone about court dates, or blocking a fair opportunity to be heard.

It is also important to note that not every instance of fraud will automatically void a contract, legal matter, or judgment. Courts look closely at what kind of fraud occurred, how it affected the case, and whether it struck at the foundation of the judgment or agreement. The maxim is powerful, but it is applied with care.

“I am determined to be cheerful and happy in whatever situation I may find myself. For I have learned that the greater part of our misery or unhappiness is determined not by our circumstance but by our disposition.”
