No federal program, whether Medicare, Medicaid, CHIP, or the ACA exchanges, should make decisions based on a formula that devalues someone because of age, disability, or health status.

June 13, 2025

The Honorable Kat Cammack
3rd Congressional District of Florida
2421 Rayburn House Office Building
Washington, DC 20515

Dear Representative Cammack,

On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write to offer our strong support for the Protecting Health Care for All Patients Act.

As an organization dedicated to protecting the dignity, rights, and well-being of senior citizens, we are deeply concerned about the use of Quality-Adjusted Life Years (QALYs) in federal health care programs. QALYs are inherently discriminatory, assigning lesser value to the lives of individuals with disabilities, chronic illnesses, and rare conditions – many of whom are seniors. This cold, utilitarian calculus has no place in a just society or in American health care.

We applaud your leadership in reintroducing this critical bill and reaffirming a simple but profound truth: every life is equally valuable. No federal program, whether Medicare, Medicaid, CHIP, or the ACA exchanges, should make decisions based on a formula that devalues someone because of age, disability, or health status.

As cosponsor Congressman Hern so aptly put it, QALYs reduce people to “dollar signs and data points.” That mindset directly threatens the care seniors depend on. Many older Americans are already battling chronic conditions and disabilities; they deserve respect, compassion, and access to care – not exclusion based on a spreadsheet.

The Protecting Health Care for All Patients Act is not just good policy; it is a moral imperative. AMAC Action urges Congress to pass your legislation, which will protect vulnerable Americans from being marginalized by unjust health care metrics.

Sincerely,

Andrew J. Mangione Jr.
Senior Vice President

The affordable care act should be repealed in its entirety.
