Indiana has a prime opportunity to protect its citizens from fast-tracked and potentially unsafe medications or devices that would seek federal liability shield protection by requiring additional safety trials prior to distribution.

Dear Speaker Huston and Chairman Barrett:

On behalf of the over 2.1 million members of AMAC – Association of Mature American Citizens, including
over 54,000 who reside in Indiana, I write to offer our support for HB 1426. This important bill adds
another layer of protection for consumers by requiring medical, pharmaceutical, biological, or technical
products that have been designated as immune from liability under federal law to undergo a placebo-controlled study before they can be distributed, manufactured, marketed, or administered.

This commonsense legislation works to avoid the potential disastrous effects of medications, vaccines,
and treatments and prevent serious health consequences should these therapies be mandated for the
population at-large.

This bill also requires the Indiana Department of Health to monitor and publish data which affords
consumers the opportunity to make informed decisions regarding their healthcare. Importantly, this
legislation contains measures that allow the Attorney General or a private individual to bring an action if
the requirements concerning liability shield products are not met.

Indiana has a prime opportunity to protect its citizens from fast-tracked and potentially unsafe
medications or devices that would seek liability shield protection by setting a minimum time of five years
for safety research and requiring that all studies include placebo-controlled trials as this bill directs.

It is for this reason that we urge you, Speaker Huston and Chairman Barrett, to schedule hearings for HB
1426 soon and offer your strong support for this potentially life-saving legislation.
