WASHINGTON—This past December, President Biden lied to the American people when he claimed he “did not” interact with his family’s foreign business associates.
But bank records don’t lie. House Committee on Oversight and Accountability evidence uncovered through bank records and witness testimony proves Joe Biden interacted with nearly all of his son Hunter Biden’s foreign business associates. President Biden spoke by phone, attended dinners and meetings, and had coffee with his son’s foreign business associates. These individuals include Russian and Kazakhstani oligarchs, a Burisma executive, and Chinese nationals who collectively funneled millions to his son.
Joe Biden knew about, participated in, and benefitted from his family’s corrupt business practices.
Devon Archer, a Biden family associate, confirmed during a transcribed interview that Joe Biden was “the brand” his son sold around the world. While he was Vice President, Joe Biden dined with Russian Oligarch Yelena Baturina, Kazakhstani Oligarch Kenes Rakishev, and Burisma’s corporate secretary Vadym Pozharsky at Café Milano in Washington, D.C. These dinners occurred as the foreign nationals were collectively paying Joe Biden’s son, Hunter Biden, millions of dollars. Then-Vice President Joe Biden also met with Jonathan Li, a Chinese national who was Hunter Biden’s associate, and wrote a college letter of recommendation for his daughter.
Kazakhstani Oligarch Kenes Rakishev
Payment to Biden Family:
- In February 2014, Hunter Biden met with Kazakhstani Oligarch Kenes Rakishev at a Washington, D.C. hotel.
- In April 2014, Rakishev wired $142,300 to Rosemont Seneca Bohai, one of Hunter Biden’s shell companies.
- The next day, the exact same amount was wired out to a car dealership in New Jersey for an expensive sportscar for Hunter Biden.

- Devon Archer confirmed Joe Biden dined with Kenes Rakishev at Café Milano in the spring of 2014.
Russian Oligarch Yelena Baturina
Payment to Biden Family:
- In February 2014, Russian Oligarch Yelena Baturina transferred $3.5 million to Rosemont Seneca Thornton, a shell company.
- Approximately $1 million was transferred to Devon Archer, and the remainder was used to initially fund a new company account, Rosemont Seneca Bohai, which Devon Archer and Hunter Biden used to receive other foreign wires.

- Devon Archer confirmed Joe Biden dined with Yelena Baturina at Café Milano in the spring of 2014.
Burisma Corporate Secretary Vadym Pozharsky
Payment to Biden Family:
- Hunter Biden was placed on the Burisma board of directors in the spring of 2014 with an annual salary of $1 million.
Meeting with Joe Biden:
- Devon Archer confirmed Vadym Pozharsky dined with then- Vice President Biden at Café Milano in the spring of 2015.
Jonathan Li
Payment to Biden Family:
- Jonathan Li and Hunter Biden developed a business relationship during Joe Biden’s vice presidency.
- On July 26, 2019, Hunter Biden received a $10,000 wire from Wang Xin. On August 2, 2019, Hunter Biden received a $250,000 wire from Jonathan Li and Tan Ling. Both wires originated in Beijing and Joe Biden’s Wilmington, Delaware home is listed as the beneficiary address for both wires.
- Nearly three months later, on October 13, 2019, Hunter Biden’s attorney George Mesires stated that Hunter Biden received no money from BHR and did not disclose any payments from Jonathan Li.
Meeting with Joe Biden:
- In December 2013, during a vice presidential trip to Beijing, reports indicate that “Hunter, shortly after arriving in Beijing, on December 4, helped arrange for Li to shake hands with his father in the lobby of the American delegation’s hotel.”
- Devon Archer, a Biden business associate, described how Joe Biden met with Jonathan Li in Beijing, China, had a phone call with him, and later wrote college recommendation letters for his children.
Rob Walker, a Biden family associate who was involved in the Biden’s dealings with Chinese and Roman entities, confirmed during a transcribed interview that Joe Biden met with the now-missing Chairman of CEFC Ye Jianming as Hunter Biden and his associates received $3 million from a Chinese entity CEFC controlled.

Payment to Biden Family:
- On March 1, 2017—less than two months after Vice President Joe Biden left public office—a CEFC entity wired $3 million to Rob Walker’s account.
- After the CEFC entity company wired the Biden associate account the $3 million, the Biden family received approximately $1,065,692 over a three-month period in different bank accounts.
Meeting with Joe Biden:
- Joe Biden met ten CEFC officials, including Chairman Ye Jianming, around the time of the $3 million payment at the Four Seasons in Washington, D.C.
