V.A. Employee: They Had Us Stop Work on V.A. Applications So We Could Work on Obamacare

A Veterans Affairs whistleblower from Atlanta testified before Congress yesterday about widespread destruction of applications and retaliation against whistleblowers. His testimony will not negate the claim that the V.A. scandal was indeed a “mess” that Barack Obama inherited from previous administrations, but it will demonstrate that this administration exacerbated the problem. How? By shifting workers from the task of processing V.A. applications last summer to work on Obamacare enrollment.

Scott Davis is a program specialist at the V.A.’s national Health Eligibility Center in DeKalb County, Georgia. His story was published in the Atlanta Journal-Constitution this past Sunday and appeared on the Neil Cavuto program on Fox News Wednesday. As opposed to previous whistleblower reports, which focus V.A. hospitals and getting to see doctors, Davis’ revelations are about the processing of applications by V.A. offices.

Davis told the Journal-Constitution that health benefit applications for more than 10,000 veterans may have been improperly purged from the Health Eligibility Center’s national data system. He began filing complaints in January 2014, revealing that managers were focused more on meeting goals linked to the Affordable Care Act than processing V.A. applications. Their bonuses were held out as “carrots.”

Veteran health applications were left in pending status, were not given the appropriate amount of attention, veteran health programs such as the Veteran Health Identification Card was disastrous in its deployment nationwide so that VA Health Eligibility staff could focus on doing promotional material for the Affordable Care Act.”

We don’t discuss veterans. We do not work for veterans. That is something that I learned after working there. Our customer is the VA central office, the White House and the Congress. The veterans are not our priority. So whatever the initiatives are or the big ticket items, that is what we focus on.

Davis expanded on his revelations to Cavuto on Wednesday, explaining that 17,000 applications for V.A. Healthcare were destroyed, and they’re “also looking into a backlog of over 600,000 pending applications for V.A. Healthcare.” The applications were purged as a way to deal with pressure from Washington D.C.

Davis: What I think happened, Neil, is that there was pressure by people in Washington for us to hit our numbers. You’ve heard a lot about the 14-day turn around time for the hospitals. But what most people don’t know is that there’s a five-day turn around time for health applications. And if we don’t hit that five-day turn around time, it affects performance goals for people in senior leadership positions.

Cavuto: So if you don’t have that, and you’re not paying that out, it looks like you’re meeting your numbers and then some, right?

Davis: Absolutely. But what also happens, Neil, is that we’re currently neglecting not only the right thing to do, which is to process applications, not delete them. We have a huge system integrity issue at VA. For example, the VA right now can’t even tell the investigators what happened to those applications, because they can’t verify where they are, what happened to them, if they were deleted, why were they deleted, and why there was no paperwork showing the justifications for those deletions.

Cavuto: We’ve asked for a statement out of the VA on this and we have yet to get one, Scott. I’m trying then to give them the benefit of the doubt here. It seems like a crazy situation. Did you or any of your co-workers ever get so overwhelmed — not you specifically — but they just say the heck with it, more files, more applications, just dump them in the trash, we’re overwhelmed. Do you think that has gone on?

Davis: I know that there was rumors that suspect those activities before I started work thing in 2011. What I can tell you is that there’s so much pressure on the employees to get stuff done so management can meet goals, it’s easy to make mistakes, it’s easy to have mishaps. What happens is, instead of the VA focusing on doing what’s right for our nation’s veterans — meaning taking time, processing each application diligently and appropriately — pressure is placed on front line employees to overwork themselves, rush through the application process, to hit goals for members of management.

Cavuto: When you say to hit goals, is the goal a dollar goal or is it get the applications complete? Sometimes keep on top of this so there are no delays, or is it keep on top of it and get rid of something that could hurt our numbers?

Davis: Well, for what I’ve witnessed, it’s based on a performance goal.

Cavuto: How is that performance measured?

Davis: That performance is measured based on our ability to turn around an application from beginning to end within a five-day turn around. There’s an acceptable percentage that we have to have, which is in excess of 80% for all applications that comes into that office. What you find is that there’s extensive pressure on the staff to process applications, to focus our attention to applications based on specific campaigns. For example, I shared with your producer that we actually put incoming applications aside so we could focus on the ACA related applications that came in over last summer. That’s wrong. We should treat each veteran equally and focus on applications, as they come in, not because of special campaigns coming out of D.C.

According to Davis’ account, it would be logical to assume that part of the reason for the huge backlog in applications was the reallocation of workers from V.A. to ACA applications.

VA and VA compensation.
a Vet myself, 23 years active Duty – multiple Vietnam tours PH/Airmedals etc.
its a fact many and my guess is 50% of all those VA compensation claims are fake..
a few I pers know, receive compensation and there is truly nothing wrong with them,
watching the Car License plates, on mostly Mercedes/BMW’s etc that shows DV (Disabled Veteran)
and I truly can not see anything wrong with them.
it’s that old standby, combat stress/heart problems etc.
\guess they just never did hear what JFK told us when assuming the duty as President.

Nobody asks what they can do for their country any more — now they say, “Hey, where’s mine?” Free stuff – the stuff that made Obama so popular has ruined the spirit and integrity of this country. Intentionally, calculatedly, and it’s working. No job? No problem — free cell phone, EBT card, free health care, welfare, free housing, utility subsidies, free education ……what more do the deadbeats need???? Oh, yes – I forgot = just their Democratic voter’s registration card.

Personally, I realize it’s the Christian thing to do — but I will not provide one cent toward those illegals – children, babies, mothers or whatever they may be. SEND THEM HOME, DON’T FEED THEM, DON’T CLOTHE THEM, AND GIVE THEM A BOTTLE OF WATER AND A MAP AND SEND THEM ON.

Our oppressive bureaucracy long ago attained a size and scope too large to manage by the D.C. politicos and we are now being constantly made to suffer the adverse effects. Most of what the federal government is involved with (has forcefully intruded into) is best managed at the state level. We see it in each and every federal agency from the sickening and deplorable treatment of our great veterans to our education system. Medicare, ACA, Department of Energy, EPA, IRS, SS, Welfare programs, Department of Education, all are rife with too large federal government graft and corruption. All of the requisite local knowledge is being lost in the bureaucratic red tape and incorrect staffing of those entities. It is time to take control of all of them at the state level where efficiency would improve markedly driving down cost and increasing effectiveness. We, you and I the American people have the obligation to make those changes happen through the selection of each and every elected official at every level, local, state and federal. Waiting to positively influence our current situation benefits only the corrupt politicians and their cronies while we pay exorbitant taxes and receive the least efficient and inept use of our tax money.

I can only say my husband, a WWII Vet, was treated with respect and received help he needed with no hassle; but that was ten years ago…maybe it’s different now. I’m appalled at the treatment vets are getting and the ones they are not getting…and Obination is asking for 3.87 Billion to take care of illegals!! Our Free Nation is dying and watching it happen is horrifying!

The problem with the VA has been a problem for me starting mid 1982 and happened at the VA Hospital in Phoenix !

If you think for one minute it’s ever been easy for a Vet to get through the application process once that’s done and they happen to get approved for any care . The Vet also can be reviewed as often as once a month and more often then not they have their Disablity cut by a pencil pusher with no medical training all. Case in point .

1982 My older brother was in the VA hospital in Jacksonville Fl. with no family support of any kind while I had just moved my family to Phoenix . The Doctor in Jacksonville felt his condition much needed outside support for his Physical and Mental conditions both in and out of the Hospital and asked me if I was willing to be that support . Without hesitation I responded with a quick YES but could not get to Florida . His solution to this was have him transferred to Phoenix and that was agreeable to all . Meanwhile he was reviewed during his transfer and thus was reclassified from a 95% disability to a 30% the reason given for this decrees was ” If he’s able to travel ( Fly ) by himself he was no longer considered to be fully disabled ” . And even though he was in the Hospital undergoing constant rehab with little if any progress it never changed back .

The final blow to this was after 6 months came from the hospital Director himself in a call and visit by myself told me ” There is just nothing more we can do for him ” and ” we need the bed space ” . I even explain that I felt he was a danger to him self and was told I was overacting and he would be fine ! Needless to say as a 22 year old I BLEW UP . We both were escorted off the property . I called everyone possible the rest of the day even trying to have him committed only to find out every avenue lead him back to Phoenix VA Hospital and they refused to take him again and again . Legally there was nothing I could do to stop him from going back to Florida . After I watched him get on a bus I sat in tears telling a friend I had asked to go with me ” That’s the last we’ll ever see of him he’s going back to the VA there and even tho I called ahead warning them they’ll just give him meds for a month and send him on his way
at that point I’ll get the call within 24 hours that he’s overdosed .

Well at this point I’ve told you what happened he was buried with Honors at a VA Cemetery in MD a week later .

Things have only gotten worse under our current Government from the Top down . They think we’re disposable . So it’s past time and every US Citizen must not wait any longer we all must send a clear message to our Government and weed out the ones that are not standing up for our Rights . Who seem to be more concerned with the rights of people in the US here illegally then they are with those of here Legally !

Anyone else notice our So Called President is calling to expedite the deportation process on the influx of CHILDREN coming across our boarder while trying to give acceptance to the ADULTS who have been coming across the boarder in the past years ? It has to make people wonder if they were of Voting age if the president and current government wouldn’t be welcoming them with open arms ? After all how many believe that a Majority of US Citizens actually voted for our current President and other Officials that are now destroying our Constitution and not Protecting it as they took an Oath To Uphold it !

Long overdue, that’s a truly sad story, but illustrates the nature of totalitarian government. They make the rules that they are allowed to break, while the people must suffer for their misdeeds.
Your brother deserved better, but as you so rudely learned, there is no justice. Just such as this is why that were I able, I wouldn’t cross the street to serve this government. When I was younger, I believed this nation was a nation of laws. Now I have come to realize it’s a nation of law-breakers who make those laws that it forces upon an un-willing and often unwary population. I know it sounds lame and it’s obvious you are still pained for what has happened, but my heart does go out to you and your family for the loss suffered. I wish I could do more.

All sad stories, my heart goes out to all ! However, one thing has to happen, ALL of us must realize the problem. OUR President has never served in the Military, HE is not quailified to be a mail carrier, much less the President of the U.S. STOP all this discussion on what all is wrong for food to the needy and food to the borders, YOU are diluting the attention from where IT SHOULD GO………..STOP the Obama Regime and Socialist Form of Government and ANYONE that wear’s his shoes (and his dream world mentality).
WE HAVE to find a responsible, level headed, and qualified representative……ANY President of THESE UNITED STATES SHOULD BE REQUIRED TO HAVE SERVED HIS COUNTRY IN SOME FORM OF MILITARY SERVICE AS WELL AS A BORN IN THE USA CITIZEN OF THIS COUNTRY.

The VA scandal is only one of the many scandals of this administration. OUR federal government is a mess
and headed on a dangerous course to destroy the principles our nation was founded on.
The recent alien immigrants is another cover up.. people closely involved were told not to say anything
about what was really going on.. Our government senators and house of representatives were told that
they could not go to the border to see what was going on.. The President would not even take the time to
see the confusion and mess that his administration created.
America was based on principles of freedom. The colonists were tired of being governed by the iron fist of
Britain and taxed to death..
However, looking at the present actions and facts of this administration.. We are under a dictatorship
and are in real danger of losing our liberty. Since when in a free country, can a President tell members of
Congress that they cannot go to the border to see what is happening and then he also puts gag orders on
people involved in the situation. Sounds like communism to me…I am beginning to feel like I live in a
communist block country where my life decisions are being made by the imperial president and his followers.
It is time for Americans to speak up … write your Congressman or CALL them. Tell them what you think.
Then take the time to read THE BLOOD FEUD and realize that we need to regain honesty and integrity
in our government which is done by each of us participating in some way to change the course the
government is going–

It starts right now. Vet your candidates closely. Clear out as many incumbents as possible – and let’s quit electing Lawyers to the House and Senate! As far as the next presidential candidate goes – same thing. No lawyers and no previous senators. (they’ve already learned how to milk the system) Obama is said to be “grooming” Elizabeth Warren, a professed Communist, for the Democratic nominee — that’s all this country needs! She’ll woo and coddle the younger voters with her “Native American” heritage. She has as much Indian blood as I do — or as much as most of us may have. Who knows what happened behind the woodshed 100 years ago???? We’re at a frightening crossroads- with scandal after scandal – and the V.A. mess is one of the worst! We’re dealing with people who put no value whatsoever on human lives – and that’s pretty frightening! The V.A. treatment of our best and brightest is a blueprint for Obamacare and what will be happening to ALL OF US …..veteran or not. It’s easy to guess that the over 60 crowd are the most expendable…… What is happening to this entire country is worse than the Plagues of mid century – either way, we’re being wiped out, but this time it won’t be disease that directly kills us, it will be our fellow citizens deciding we are worthy of being kept alive.

Thank you KarenFaye! I was beginning to think no one was listening all the times I’ve been commenting on voting out all the attorney politicians! And it’s not just the Socialist Democrats! Every attorney politician that claims to be Christian is a phony Christian! They are manipulating the system to garner all the power and monetary benefits they can gather to themselves. Attorney Ted Cruz for president, no way will I vote for him! He says all the right “conservative” things, but I don’t trust his Hispanic heritage. Isn’t he part of the “gang of 8” republican senators to be in favor of amnesty for illegals? Get your facts straight Rik! The “gang of eight” Senators supporting amnesty includes 4 Republicans and 4 Democrats. The Republicans are Jeff Flake – AZ, John McCain – AZ, Marco Rubio, – FL, and Lindsey Graham – SC.

Senator Ted Cruz – TX is MY Senator from Texas, and OPPOSED to amnesty for illegals. You don’t trust his “Hispanic heritage”? Are you stupid enough to believe that everyone who is Hispanic supports ILLEGAL IMMIGRATION???

Sorry, Capt. Mike, I may be wrong about who comprises the gang go 8, but Ted Cruz is still an attorney, first and foremost, and I’ve learned you cannot trust any attorney politician, even if he is from Texas. Oh, by the way, wasn’t George Bush, a former governor of Texas? And look at the damage he did as president! And no, not all Hispanics are for amnesty, but there voices seem to be negligible at best.

Are they screaming about English being our only national language, I don’t think so! I’m tired of having more radio and tv stations in Spanish than in English! And as to my comments about politicians being phony Christians … I’ve belonged to many different congregations over the years, as I moved around, and guess what, not only were there no politicians in regular attendance in church, but there were no attorneys, either. I can only draw my conclusions from my own life experiences. I gather you served in the military, how many attorneys shared a foxhole? … or were they just gaining experience as jag attorneys in the military, like Joe Biden’s son?

I resent being called a closet Liberal … As Winston Churchill once quoted, “it takes courage to stand and speak out, and it takes courage to sit and listen.” I’ve done all the listening I can bear, I’ll continue to speak my peace. There are very few, if any, attorneys in Heaven, and that includes attorneys from Texas!

Alfred, obviously if you read my comment about not seeing any attorneys in Sunday worship services, you must think Heaven is full of attorneys, who lie everyday for a living. Are you an attorney per chance? You also might google the latest lies of attorney Senator Ted Cruz. Sorry, but I don’t trust people who “lie” for a living!

There’s a reason half of the attorneys in the whole world are here in the USA, the land of opportunity, at least for attorneys!

Capt. Mike, Rik may sometimes mis-remember, but I can see his points, if not always completly agree. And I must admit, sometimes being too blatant may in fact weaken our case. Maybe at times most of us, if not all, get so caught up in the issues that we let our brains lag our fingers–like speaking before thinking. But I still admire both Rik’s and KarenFaye’s fire, even though it may sometimes ignite in unintended ways.
I could even point out that your use of the exclamation point in your first sentence and your later question about whether Rik was stupid enough to think that all Hispanics,etc. might be viewed as an attack upon the person and not just his errors. Ease off a little and practice what we preach, me included. None of us are perfect, but I believe for the most part we are all for America as she should be.
I honestly hope I haven’t offended. That wasn’t my intention.
Even were I a lawyer, I wouldn’t take offence to Rik. Maybe a fence post instead.

Yes, perhaps it get too fired up as well, and apologies to Rik if he misspoke. But blanket statements like his DO harm good people, like Ted Cruz. I don’t care if someone is a tax collector or a dog catcher (apology to dogs) but we shouldn’t be so against someone….even if they are trained as a lawyer…to not trust or not vote for them when they are clearly for “we the people”. You are right about not attacking a person, but their ideas, and I try to do that so apologies for any personal attacks….I hope Rik will do likewise.

CAPT Mike, I have checked Ted Cruz’s voting record and he is well ahead of Cornyn on the Constitution. Since that’s the only yard stick I use (voting record) it will have to do. So far Ted has my vote even though he may not have my complete trust. I regularly check all my Representatives and Senators for their voting records and try and make decisions based upon the evidence. However, lawyers have “collectively” made a mess over the years with their lawyers’ tricks (judges, included) to abridge our Constitution and our laws. That also is the evidence and a record to show it.
Yeah, lumping them all together in the same pot may not be fair, but any innocent lawyer ought to be able to take it. They are lawyers after all.

Let’s stop this NONSENSE about voting out incumbents just because they’re incumbents, and instead, work for and vote for the BEST PERSON for the job, regardless of their background or time served. If your current rep or senator is doing a good (or great) job, work to keep them! Some of them hold important positions in strategic committees – SENIORITY COUNTS ON THESE IMPORTANT COMMITTEES! Don’t get stuck on stupid, for Pete’s sake!

If, on the other hand, your senator or rep is NOT voting conservatively most of the time and on the important issues, get a groundswell of folks to remind them by fax or phone or email or snail mail or in person that you will remember this at primary election and work to replace them. “Canterize” them! Eric Canter’s district did; too bad Boehner’s didn’t!

We’ve got a whole lot of great potential candidates – many of them returning vets who will be great on any vets’ and national security issues committees. Let’s get out there and support them in the primaries, if they are conservative. Each of us can do SOMETHING – volunteer to knock on doors, host a meet & greet for your local candidates or potential congressperson, call folks, provide refreshments or donate paper goods for campaign headquarters, scout out best intersections for campaign posters, register voters, etc. I have done many of these things, can you commit to help with at least one of these for a candidate of your choice? Let’s put our hands, feet, and mouths to work to get “new blood” into the arena AND keep the incumbents who are working on our behalf – let’s not cut off our nose to spite our face! If you can’t help out with any of these things, send a donation.

I am speaking of “incumbent dead weight” – and we have a lot of it!!! They all fall under the spell of power and money in Washington – I don’t care who they are. Ted Cruz for all his piousness would be another deadbeat in two years’ time- wait and see. Allen West was a “fighter” and they got rid of him. It’s the way it is. Lindsay Graham could go, so could McConnell. They talk a good line, but what do they actually DO??? All these Senate hearings are a waste of time and money — The rats have the advantage – the DOJ will not back anything, won’t investigate anything, won’t appoint anyone (that can be trusted) to further investigate anyone – so what is the point???? The VA is guilty – clean house; and turn it over to the private sector. The IRS is guilty as hell – FLAT TAX, AND FIRE 90,000 workers. End of problem. Benghazi? Nerobama was out fiddling while that Rome was burning, and men were being killed, but no one will fess up to it – in our lifetime. Fast and Furious? It seems funny to me that Obama and Holder can send over 2,000 weapons to Mexico = but one Marine with 3 is rotting in prison, and no one lifts a finger to help. Obama heard the word “guns” and has turned his back. And on and on it goes. Now we’re looking at Israel being bombed repeatedly and daily. Maybe it’s those rogue agents from Cincinnati …… yathink?

Since the early years of the 20th century, the left has supported eugenics. Planned Parenthood (mis-named–should be Unplanned non-parenthood) is just another eugenics program disguised as an issue of womens’ rights.

Did this happen at just this location? If so, the management should be disciplined for it. If it was widespread across all VA locations, then this becomes another scandal. To use of VA workers to process ACA applications over Veterans applications is an abuse by the Obama administration to help the outcome of Obamacare sign ups strictly for political reasons.

Veterans Administration under attack from President and Congress for the upcoming elections. Take your pick who to vote for Democrats will taxed the taxpayers to death or Republicans will starve the taxpayers to death. All incumbents in Congress need to be put out of office because they don’t care about taxpayers issues at all. It is all about the campaign money from outside lobbyists telling how to vote on issues of importance to the banking, drug, food, insurance, oil and car business in America. Our voters haven’t waken up to these power elitists in both parties destroying our country from going bankrupt. The Great Depression has arrived and the American people will be seeing major price jumps in food and gas prices in the near future. All the elitists public servants for themselves and forget the rest of the voters in their districts especially the working class and seniors in America. I really don’t like either party representing in D.C. cancer has set in and needs to be cut out at election polls. Public servants aren’t doing their jobs like they suppose to and send you a sorry letter I cannot help you. Now voters can send a sorry vote at election time to vote these useless public servants for not representing your issue period. Veterans come a dead last for representation with President and useless Congress public servants now. Don’t feel bad I was a victim of careless representation from the Democrats and Republicans alike in Veterans Affairs.

We cannot vote out the Administrative State. They are bureaucrats, not politicians. Only vote for politicians who are willing to start disassembling the Administrative State piece by piece and we might, just might have a chance of reversing this Obaminally.

This isn’t new. Both political parties have known about these problems for years via IG reports, etc. But, to pull workers off of VA applications to work on obamacare applications is disgusting. The delay in receiving VA medical attention is going in the wrong direction…….image that……..even with all the recent attention being paid in the news media to a national disgrace.

Hey, Democrats: You held up the VA medical system as the blueprint for odumbocare……….how about now?

GOP: Get off you fannies and shine the light of day on those directly responsible for what I consider to be criminal activity.
