On behalf of the 2 million members of AMAC, the Association of Mature American Citizens, I am writing in support of S. 1227, the Prescription Pricing for the People Act of 2019, which directs the Federal Trade Commission to investigate business practices of middlemen in the pharmaceutical supply chain. This important piece of legislation will help millions of seniors nationwide by shining light on secretive contracts and business arrangements that drive up the cost of prescription medications. AMAC urges the Senate to pass this important legislation.
One of the top concerns for AMAC members and seniors everywhere is the cost of their prescription medicines. This legislation examines, among other items, whether pharmacy benefit managers manipulate formularies to influence usage of more expensive medications to increase market share while depressing the share of lower cost drugs. It provides for much needed transparency and competition to the pharmaceutical supply chain while deterring anticompetitive behavior. It will also work to ensure consumers financially benefit from mergers and consolidations within the supply chain.
The Prescription Pricing for the People Act of 2019 similarly addresses whether pharmacy benefit managers are directing patients to use pharmacies where they have an ownership interest to obtain a competitive advantage. It will bring a healthy dose of scrutiny by Congress to the highly guarded and covert transactions that are completely unknown to consumers.
As an organization committed to representing mature Americans and seniors, AMAC is dedicated to ensuring senior citizens’ interests are protected. We applaud Senator Grassley, and his attentive staff, for his timely efforts to address a huge concern for senior citizens – the cost of their prescription medications. We appreciate the Senate’s work to lower these expenses for older Americans, many of whom live on fixed-incomes, and are pleased to offer our organization’s full support for the Prescription Pricing for the People Act of 2019.
