On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write in support of H.R. 9504, the Tax Exempt Hospital Transparency Act.
Tax-exempt status is a significant public benefit that carries with it an obligation to demonstrate accountability to taxpayers and the communities these institutions are intended to serve. Americans deserve confidence that nonprofit hospitals are using their tax-advantaged status to provide meaningful community benefits rather than simply operating as large healthcare systems with limited public oversight.
Your legislation strengthens transparency by expanding the information nonprofit hospitals must disclose on Schedule H of their annual IRS Form 990. Improved reporting will provide lawmakers and the public with a clearer understanding of how these institutions fulfill their charitable missions and justify the substantial tax benefits they receive.
Greater transparency is a fundamental principle of good governance. It promotes fiscal responsibility, helps deter waste and abuse, and gives policymakers the information necessary to evaluate whether tax-exempt hospitals are operating in a manner consistent with the purpose for which Congress granted their nonprofit status. It also empowers patients and local communities with greater visibility into the charitable activities of hospitals that receive significant public benefits.
AMAC Action appreciates your leadership on this important issue. Organizations receiving valuable tax exemptions should be held to high standards of transparency and accountability. H.R. 9504 is a commonsense reform that strengthens oversight, protects taxpayers, and helps ensure nonprofit hospitals remain faithful to their charitable purpose.
