No, it was not created specifically for LE and civilian use, quite the contrary, it was created specifically for military use. Originally chambered in George Luger’s famous P-08 auto pistol in 1902. Also Ben, it was designed not to be less lethal, but to be reliably lethal out to 50 meters.
