Senate Foreign Aid Bill Is Inflection Point for America First Movement

The Senate vote on the $95.3 billion foreign aid bill on February 13 – legislation which included $0 for border security – was the latest sign of an ideological shift within the Republican Party and the emergence of a burgeoning America First majority.

The final tally on the bill was 70-29, with 22 Republicans voting in favor of the legislation. The package allocates $60 billion to Ukraine, $14 billion to Israel, $4.8 billion to Taiwan, and $9.2 billion in miscellaneous “humanitarian assistance.”

This latest government handout to foreign countries comes amid the backdrop of the worst border crisis in American history. After Fiscal Year 2023 saw a record 3.2 million illegal border crossings, FY 2024 is on pace to shatter that record again.

House Republicans initially demanded that any more foreign assistance be paired with H.R. 2, their border security legislation that would represent a significant overhaul of immigration enforcement policy. But when a “bipartisan” group of senators offered only a Trojan Horse bill that purports to address illegal border crossings but would actually end up making the problem worse, the rest of the Senate Republican Caucus wisely killed it.

However, that win for conservatives was quickly undone by the vote on this most recent bill, which includes all the funding to protect the borders of foreign countries without even the pretext of protecting our own border.

As freshman Missouri Senator Eric Schmitt observed in a post on X, almost every Republican senator under the age of 55 voted “No” on the bill, a measure that Schmitt aptly described as “America Last.” Perhaps more notably, 15 of 17 Republican senators elected since 2018 also voted “No.”

This vote perhaps more than any other clearly shows the lasting effect that former President Donald Trump and his America First movement have had on the Republican Party. More than just parroting Trump’s “America First” slogan in public (as virtually every nominally Republican politician does in an attempt to piggyback off the former president’s popularity with the GOP base) the majority of Republican politicians elected since Trump’s ascension are now actually voting in line with that principle.

The two lone exceptions in this case were Senators Mitt Romney of Utah and Kevin Cramer of North Dakota, both elected in 2018. Romney, one of Trump’s top critics in the Senate who has announced that he is retiring at the end of his term this year, has since his ill-fated 2012 presidential run adhered to a neoconservative philosophy that embraces foreign interventionism. His alliance with Democrats to send even more U.S. taxpayer dollars overseas while his own country is being invaded is hardly surprising.

Cramer, a mostly reliable conservative, appears to be the odd man out. In a post on X responding to Schmitt, Cramer accuses his Missouri colleague of “youthful naivety,” writing, “Reagan may be dead, but his doctrine saved the world during less dangerous times than these. If the modern Marx (Putin for the youngsters) restores the USSR while we pretend it’s not our problem, God help us.”

Leaving aside the highly questionable idea that Vladimir Putin is a “modern Marx,” it is worth engaging for a moment with Cramer’s insinuation that Ronald Reagan would have favored sending $95 billion overseas while an urgent crisis festered at home. Would The Gipper really have advocated for such a move?

As freshman Republican Senator JD Vance of Ohio reminds us, not likely.

“Hysterically, look what the neocons wrote about Reagan in the 1980s,” Vance posted on X in response to Cramer. “They accused him of accommodating the Soviets instead of starting a war with them.”

“I like Kevin, but come on, man, have some self-awareness,” Vance continued. “The fruits of this generation in American leadership is [sic]: quagmire in Afghanistan, war in Iraq under false pretenses, declining life expectancy, and demographic collapse in the West. This moment calls out for many things, but boomer neoconservatism is not among them.”

As Vance, who was born just a few months before the 40th president won his landslide re-election in 1984, powerfully suggests, appealing to Reagan to justify voting with Democrats to pass gargantuan sums of foreign aid when the American people are begging for relief from an economic and border crisis at home is a losing proposition. The “Reagan Revolution” is remembered primarily for the great flourishing of the American economy and culture – for Reagan (and, for that matter, for Trump) a necessary prerequisite to advance American interests abroad.

The exchange between Schmitt, Cramer, and Vance effectively captures the ideological struggle taking place between the old guard of the Republican Party and the new breed of America First conservatives – a struggle which, as this back-and-forth shows, the America First faction is winning.

However, the old guard still wields significant power and influence, and is determined to ensure its vision for unending foreign interventionism wins out. As Vance also highlighted in a memo to GOP senators, the foreign aid bill has a hidden “kill switch” that would prevent Trump, if he retakes the White House this fall, from pausing or ending Ukraine funding – and pave the way for yet another impeachment effort if he does so.

“The supplemental represents an attempt by the foreign policy blob/deep state to stop President Trump from pursuing his desired policy, and if he does so anyways, to provide grounds to impeach him and undermine his administration. All Republicans should oppose its passage,” reads the memo. Still, however, 22 Republicans voted in favor of the bill.

Thankfully, House Speaker Mike Johnson has indicated that he has no intention of bringing the bill up for a vote. Despite a number of questionable votes and missteps, it seems the inertia of the Republican Party is finally moving in the direction of putting Americans first.

The latest bill drafted by the Senate should be soundly rejected by the House. It is loaded with a number of booby traps and from what I’ve read so far of what’s in it, and is another total mess ginned up the Senate Democrats and their like-minded RINO allies led by McConnell.

Just think, if all of these people knew our Constitution they would know that the Senate does not have the Constitutional power to initiate any aid bills for a single nickel, since that power is reserved solely for the House of Representatives under Article I of the Constitution, which is the law of the land. Just sayin’. There is a Bible verse that reads, “My people perish for lack of knowledge.”.

It doesn’t take a “Trump” to know a bad bill… he just agrees with everyone else! And that “humanitarian aid”? Oh, it goes to Gaza via UNHWR and Hamas. Democrats (and some Republicans apparently) are all about defending everyone else’s borders in the Holy Name of National Security but not one dollar to defend our border from a foreign invasion. At least we know what their priorities are!

If it happens to be Poland or Finland or any other NATO country, are we just going to let him have that country too or are we going to put our troops on the front lines to defend them ?

On the other hand, not taking a stand is dangerous.

The 22 “republicans” must be voted out. The $9.2 billion for “miscellaneous humanitarian assistance”, well we know where that would go. Why does America need to support all the rest of the worlds needs and all the people that the greedy politicians want to flood our country with? If we never adopt a balanced budget, and get leaders that will stand up for America, it will never stop. Let’s face it, politicians have no sense of reality when it comes to tax payer dollars.

I am a North Dakota resident and have call the state GOP and emailed the local republican chair to complain about the congressional delegation’s performance and my concern about this bill. The silence has been deafening. Problem is that good candidates cannot seem to get traction in the state. The choice then is another democrat, but that is no choice at all.
Why can’t the citizens institute a class action suite against congress for fiscal irresponsibility??

This foreign Aid Bill is illegal. Our Constitution states taxpayer money is not to go to foreign countries. Americans are in dire straits here. Our infrastructure is crumbling. Our military is being decimated…and Congress would pass a bill like this? Who needs self-serving politicians getting paid for destroying our country? They took an oath to defend the Constitution…and they failed to live up to it. They need to be ousted from Congress and have all their assets confiscated.

Maybe it’s time that the power of the old guard of both political parties gave it up in order for the country to survive!! I realize that I am expecting a lot from Democrats but the American First policies is what’s good for America!!! I can’t believe that the Democrats are going to add $95.3 billion to the national debt and there is absolutely nothing in this bill for the border – that’s what this original bill was supposed to be, dammit!!! Is there any accountability for all of this money that’s going to Ukraine?? Did Joe get his 10% off the top on this deal, too?? Joe has no intentions of closing the border!! He is going to stand up there like the idiot he is and claim that there isn’t a crisis but he has been to the border once and didn’t even talk to the right people!! Even if he does close the border now, it’s like East Palestine – way too little, way too late, Joe!!!!

Trump, to me, is docile in saying that the US will not protect the NATO nonpayers. Reagan is known best for winning the Cold War by defeating the “Evil Empire” (USSR). Now, Putin bemoans the collapse of the Soviet Union and wants to rebuild the Russian Empire, If someone wanted to rebuild the Third Reich we would be alarmed and would ensure that National Socialism would not be revived. Now, Ukraine if fighting for its very survival and not asking us for the life of a single, just for the means to defend itself. And what happens if Ukraine falls to Russian aggression and Putin continues his empire-building? At what point do we decide that Russian imperialism must be stopped? How many people must die protecting their native countries before we realize that Russia is a global threat that must be defeated in order to prevent World War III?.

The author, Mr. Brutus, seems to think it’s a bad sign for America First that the Senate Republicans handed that pathetic piece to the Democrats. I suppose it is that. But it is also bad news for traditional/Reaganite Republicans because that “add an HR2 component to your support bill” was a reasonable ask for the House, and the only thing preventing our getting some badly needed changes in immigration policy were the weak-kneed response from Senate Republicans, who caved and gave Joey cover from criticism.
I don’t see how you count that as a positive for anyone besides the power aggregators who now run the nation, and loathe its history and traditions because they conflict with the Magnificent Judgment of the Elites.
If we were a B17 I’d describe out situation as “two engines out, one on fire”. Joey Biden will only accelerate the decline. And while Trump may not accelerate the decline, and in fact may reverse it doing things the Elites HATE, his lack of character will surface in other self-serving ways that will not reflect well on America at a time when we need all the friends we can get.

My father spent the last 39 years of his life in agony as a result of severe back and leg injuries he received in WW2 in the European theater and from incoming fire from Nazis. You know the Nazis right? They used to be considered the “bad guys” until America began sending billions of dollars and multiple tons of military hardware to the neo Nazi regime in Ukraine beginning in earnest in late 2013 into 2014 when the good ole War Hawks in America funded, planned and initiated a coup in Ukraine that ended up overthrowing the democratically elected President of that country and establishing a US puppet regime that exists to this day.
Now the Nazis are good people I guess. They must be for all these ancient dessicated and almost cadaverous Senators to vote to send an ADDITIONAL 61 billion dollars to pay for more military equipment the Russians will destroy along with the Ukrainians utilizing it, and to pay for items like pensions for Ukrainian government workers, worker salaries, fuel, electricity……..every need Ukraine has. Ukraine has NO functioning economy but exists merely on entitlements provided by US taxpayers.
So, now in our leaders eyes, Nazis are good cause they are OUR Nazis.
My Dad would be doing everything he could to imitate Oswald if he were alive today and who in their right NON WOKE mind could blame him?
